No that's not possible via Bluetooth. You can have multiple headphones connected at the same time, but only one will play music.

If it's a newer phone, I don't know what the limit is, but on my samsung S8+, ive managed to connect three headsets at once. But as i said, it relies completely on the device sending the signal, not the headphones.
