“I am helping a young nephew research his first gaming PC and am really out of my element. One desktop's spec show a Video Memory of 12 GB GDD56 while the other has a Video Memory of 8000 MB. This seems a significant difference. Input please?!”

8000MB is the same as 8 GB so the system with 12 GB of GDDR6 video memory is better.
Sorry, there was a problem. Please try again later.Always check the graphic card though, while yes 12 gb is higher then 8gb not all graphic cards are good either. This specific pc is an 3060 with 8 GB. There is another version with 12 GB that is higher performance. However there are better graphic cards such as the 3070 that also have 8 GB which are better than some 12 GB graphic cards. I say you research a bit more into graphic cards.
