• No. Get a TV cable splitter and connect a TV cable to the TV on the patio. Much cheaper

• technically slingbox doesn't send the signal anywhere you have to login to it to receive the signal. You may find it easier to use a tablet and a Google Chrome.

• Yes you are able to send that signal to another TV. All you would need is a streamer (Apple TV, Roku, Chromecast, Amazon Fire, etc).
