Yes, used it to travel to Florida as a personal item, because it fits under the seat. not considered a carry-on. Had my carry-on and my Solo bag as a backpack.

I recently took this bag on an overseas trip as my carry-on luggage for 3 different airlines and had no issues whatsoever, so yes! Just be sure to also buy TSA approved locks for the zippers
