Without eARC you may be able to get Dolby Digital Plus to pass through....this is the lossy (compressed) form of Atmos. Only eARC can pass through Dolby True HD which is the full uncompressed Atmos codec.

Dolby TrueHD is uncompressed Atmos and it generally only used by physical format content. Dolby Digital+ is largely the standard for streaming content and is supported by a large number of streaming services to provide Atmos experiences.
