For local tv yes for internet tv no you can use dvd blue ray

Hi Garv, Thanks for the inquiry! Yes. You can still set up the TV even with out internet connection. You can still connect and watch from your cable box and disc players however, you won't be able to watch from the streaming apps like Netflix, YouTube, etc. Hope this helps.
