Because Google is a huge part of YouTube and YouTube TV and more importantly this being a Google TV, it does have the app on this TV without a doubt.

TV will show recommended apps to install from Google Play store during initial setup. You can select which apps you want to install, including YouTube TV app. It will be listed in the apps section of the home screen and you can always download it from the Google Play Store app of the TV.
