“Does this item play 4k discs or just upscales blu ray?”

• It will not play 4K discs. But does upscale Blue-Ray and standard DVD's. And it does make a difference in picture quality only if you have proper speed HDMI cables and a 4K TV to view it. If TV is not 4K, you will notice nothing different than what a standard Blue-Ray player offers.
