They are over the ear. I would assume that the external sound would stop with these plugged in. They will work with your tv if you have a headphone jack in your tv or if you tv has bluetooth. Or if you have your computer connected to your tv then you would also have a way of connecting via bluetooth as long as your computer has bluetooth
