You can use it as long as your PS4 account is American. You don’t have to take it to Best Buy to change region on console. You can do it yourself at home. I personally live in Nuevo Laredo and have my PS4 set up as American. There are several how to videos in YouTube

If I’m not wrong this is only US , as far as I know you can’t chanfe the country of the account you would have to create a new one and make it Us account

I think you can buy the card and get the code but if your psn is registered in mexico then the code wont work when you put it in, you have to change your ps4 address to a usa. Ive never done it but i heard its pretty simple, just do a google search on how to use a usa psn card in mexico
