I was confused about this too at first. Sadly you havevto choose whether you want the touch controls to be eitherbfor volume OR the other features such as anc, transparency modes, and google assistant. The play pause skip stays standard. So again what youre decoding is between volume or the other features.

It's defaulted to switching between listening modes (off, ambient sound, noise cancelling). Pick volume control instead. A tap will increase volume and a tap and hold will decrease volume.
