• I couldn't find just a pair of headphones w/o the base, but yes you can use 2 headphones on one base. However, both must be off the base when you want to only use 1. When headphones are on the base, it turns the base off so the other will not work.

• I think the headphones sync with the transmitter during the initial setup to select a common frequency. This should allow two headphones to sync with one transmitter. If I'm wrong, BestBuy has a good returns policy. Good question! I'll try this when I buy three of them for Christmas gifts.
