“Can the battery be replaced by the user? Is there a water resistant case that fits this/any case recommendations?”

• The battery is not consumer replaceable. I have not looked into a water resistant case. Sorry. I had Z3 compact previously and never needed water resistance. Sony's new xz1 compact is water resistant.
