It does include the pen and the pen supports tilt. I couldn’t get it to tilt/work or maybe i don’t know exactly how it works. But NO usb c no charging port at all. It uses the AAAA battiers like the Bamboo Ink stylus does. I like the Bamboo ink better cause it uses the windows active pen short cuts. The HP pen supplied does not. Yes HP has its own software and pen settings and yes it gives you drop downs for the 2 buttons on pen to launch stuff. Well HP left out the windows active pen settings when you single click or double click or triple click to do the windows ink writing
