Countertop dishwashers use residual heating. This type of heat uses no energy. The heat from the water is used to dry dishes. It isn’t as good as electric heat but it works. If you want dishes to dry fast, open the lid directly after a completed cycle.

If you open the lid right after the cycle is complete you will have dry dishes. If you leave it closed over night you will have wet dishes.

The hot water from the end of the cycle has caused the plates and inside to heat up so that when you open it up, it evaporates within 30 minutes if you leave the door cracked. They won't be immediately dry when the cycle ends.

No, it does not. It should dry on its own by simply leaving the dishwasher door open.
