“How good would this vacuum be at pulling spilled water from carpet, needs to be dried well..carpet pad and particle board flooring”

This is most likely an okay vacuum for your car, although the attachments aren't correct for car detailing. Due to poor design ergonomics, this vacuum must be hand held or it will tip over and stop working.
