Jedi Survivor can be bought through Steam, but you have to play it and Jedi: Fallen Order useing the EA App.

No, it is a key code for the EA launcher, previously Origin, not Steam.

Technically you can purchase the game through the Steam app/account, BUT the game is registered and only runs through the EA/Origin account and app.
