It will work best outside, but I tried it indoors and it did work. Trouble with my indoors was finding an unobstructed view. I have too many trees and bushes blocking the sky view.

But to answer your questions, yes, it needs to be outside AND have a clear view of the sky. In Norrth America, it'll work best if it has a northern sky view and also towards the center of the continent.
