No. I had read on the Starlink site someplace that one could create an account WITHOUT starting service. This was my desire as I bought it for camping and home emergency usage. I created an account and it immediately activated the service, which I did not want. I emailed customer support and they took care of the issue by stopping service and leaving the $50 on my account for a future month. It took 3 days to get their response.

The system was charging me a $350 activation fee, named “out of region fee.” What the website explained is that the fee is mandatory because I am activating the device in a region other than where I bought the device. Bought the device in the US, activating it in Jamaica.I tried to get contact customer service but was unsuccessful by phone and the system only allowed me to create a ticket for assistance. I finally got a response back 4 days later which basically said I had to pay the out of region fee to activate the device. Nevertheless I retuned the device. If you are planning to use this out of the country, you may run into the same issue.
