From what I understand the RGB will only work when used via the usb.

Whenever I use them using the 3.5mm jack, the lights dont work. And there is a software where you can change the lights, even have each side different colors or have the lights represent your character status while gaming, such as different colors for high - low health, mana, ammo, armor, etc.

Because the Xbox controller only supports 3.5mm connections, there is no way it can power the RGB lighting. To answer your second questions, RGB lighting can be modified using SteelSeries Engine 3, which you can download for PC or Mac from SteelSeries' website. You'll have to use the USB connector to enable and modify the lighting effects, but you can save as many lighting profiles as you want for quick and easy access.
