Yes, USB-C dongle with an included type-A adapter. And yes, you can also connect it via bluetooth to your phone. I use these for work every day and been happy so far.

The dongle fits snuggly into a USB-C port.. As for your question regarding BT connectivity, you can connect to two wireless devices simultaneously.. in your example, BT to mobile and USB-C to PC or compatible console device. I hope that helps.
