• Not familiar with the Polk soundbar but most sound bars are processing 5.1 via pcm I’ve noticed

• The Stick is receiving the complete audio signal as sent through the wireless router. Have you tried connecting the Stick to the TV? My Roku is connected to my TV and I am receiving Dolby 5.1 and whatever audio information is provided by the source (Netflix, Prime, Hulu, etc.) I don't think any programming is required. Plug in you stick to your TV and go through the audio setup.
