Yes you can receive alerts/text when motion is detected.

I use a special email created only for the cameras so my alerts can be set to go off on my phone with a different sound. This way I know it is my cameras alerting me. As far as acting like an "alarm system"... that is hard to answer due to lack of context. each camera view can be set to have the whole picture alert or specifically set for an area on the view. Example... if the view covers your driveway and your cars are parked in it, you can set an area on the door and handles so a cat or dog will not set it off. Pending your service the alert can take anywhere from 2 to 10 seconds to hit your e-mail as long as you are set to push e-mails on your phone as they occur. It will not call the police or anything like that so it is not a traditional alarm system.
