A standard seat-tube mounted rack won't work as the FLEET'S seat tube is at a non-standard angle. A frame-mount rear rack to hold a basket is entirely possible, with additional non-factory parts. I own a SWFT FLEET and mounted an Ibera rear pannier rack. No problems with the threaded rear axle boss mount on the bike. And I used a pair of off-road vehicle light bar mounts (like $10 on Amazon) on the rear fork for the front rack rail attachment as the FLEET lacks mounting brackets, as you noticed. I will be carrying heavy loads and those are rock-solid, but any appropriately-sized metal P-clamp would work. [site is not currently accepting photo uploads]
