Hi there! An M1/M2 license is required in the state of CA. The battery is not removable for charging. We recommend charging the MAXX indoors. Currently, we do not have a basket attachment for the MAXX. You may need to check with your state to see if a license is required in your state. We recommend asking your local DMV, as although there are state regulations, some smaller towns and cities may have additional municipal regulations in addition to state regulations. Hope this helps.
