Yes, it has GPS. I have used it a few times driving around town. Also, the default Microsoft Maps in Windows Phone 10 (I upgraded the phone to Win 10) app is a great turn by turn GPS!

Yes, it is available but if you want to use offline maps you need to download to either to the phone if your system is windows 8.1 or SD card if windows 10.

Yes, GPS is available. There are map apps in the app store that works better than those on android phones and even iPhones, in my opinion.
