“Does this case have a cutout for Apple Pencil 2 charging?”

It has the cut out but doesn’t charge, and case don’t close if pen is attached

Not really. I just bought it and there is a bit of a cutout that exposes the charging surface for the Pencil, however with the case on, the Pencil doesn’t actually sit close enough to that charging surface to charge. I’m returning the case next time I head to town.

It does have a cutout but I’m not sure if the Apple Pencil would stick through the rubber.

No it doesn't have any cutouts beside charger, volume, power button. Camera is covered unless the case is put into landscape style.
