Yes, I haven't had any issues with my laptop sliding around while I'm transporting it. And it does have a sturdy waist belt, and a strap those goes across the chest which helps keep the backpack more securely pulled against your back in case you need to run while wearing the backpack.

Additionally, there are two compartments where you can insert your laptop. One compartment will allow slippage up and down. The second compartment will hold the laptop snug, and in place. You wouldn’t need the strap to hold it in place. See uploaded pics.

The strap goes over both and is about 6 inches from the top of the bag so if dropped on the top of the bag it has plenty of space and a large, secure strap.

As to a waist band, I'm not sure; didn't have a reason to use one. But, as well as everything else is designed, I would be surprised if it did not have one.
