1. Roku and Spectrum have a contract problem and Roku recently discontinued the Spectrum app. 2. There is a Spectrum APK workaround. 3. If you already have Spectrum on another Roku TV it will automatically transfer to this new TV.

Google or the specific content provider (in this case spectrum) would be the best organization to ask for an answer. In most cases it is up to the app provider (in this case spectrum).
