There is a known scam about making gullible people pay to setup Roku. https://clark.com/technology/roku-setup-scam/ There is NEVER a charge to use ROKU, unless you subcribe to something , which requires you to use a password to do so.

There are streaming services that you can choose to pay for if you want to. There are also some free streaming apps that have decent content on roku. That sounds to me like your friend got scammed. It doesn’t make any sense that he would have to pay to use his tv.

While Roku offers a lot of free content and a ton of apps to choose from with additional free options there are also movies and shows you will need for rent or buy.
