Yes this TV can be used in “dumb” mode where the TV is not connected to the internet. We use ours with an AppleTV, cable box and occasionally a Roku box and it works fine like that. The only time it has been connected to the internet was on initial setup to check for updates. I have not used the Tuner and have no idea if it is ATSC 3.0 compatible.

Please try again later.In order to utilize the full capabilities of this TV and receive the most current software updates, the TV would need to be connected to the Internet and a Google Account. This TV can also be used in basic mode as opposed to utilizing it as a smart TV. This TCL TV utilizes an ATSC 1.0 tuner. Hope this helps! Thank you, TCL Customer Support
