• Yeah, the entire game is not on the disk. You will have to do an initial download of the full game, but after you've installed the full game and so long as you don't delete the game data you can play it offline afterwards for as long as you need to.

• Yes, it just needs to download to the storage and you can play without internet. You might want internet for updates and DLC.
