I don’t believe it’s compatible with a standard wall outlet or USB adapter. This fan is meant to cool down the internals for a PC, and only includes a cable so that it will connect to the power source inside of a PC.

No you would need a computer power supply to achieve this, usually you can get one for under $40 and run a ton of fans. Unless you can modify a 12v adapter to work with the connector or connect the wire. Either way this is a 12v fan and will need an adapter.
