it's better than a Air Cooler but if you're getting a AIO Cpu Cooler I recommend a 240mm Radiator but it will work fine with your I7 13700k with little to no problems.

I believe this AIO CPU Liquid Cooler will be fine for your I7 13700k, it will be better than a Air Cooler.
