Yes, this wheel is compatible with Asetto Corsa on PC.

I used it on PC to play Asetto Corsa for a bit. Requires you download the drivers for the wheel itself, and then some setup in-game to tweak it to how you'd like it. I wasn't very good at the game itself so I cannot comment on how accurate it was or anything but it does work.
