Yes this will fit your laptop power supply and mouse there is a separated area in the case to put your charger and mouse to preventing them from damaging the laptop.

I checked and the power supply does fit on the label side and the other side holds the XPS 15 9560. There is also room for the mouse and other accessories I'm not sure of the dimensions. There is also a sleeve on the divider side facing the laptop which I think should hold 10 inch wide tablet, there is a velcro strap that closes the sleeve but it isn't very strong so be careful.
