Yes you can, any device with the chrome browser or google home app can be fully mirrored, to mirror a desktop from your pc launch google chrome and click on the 3 vertical dots in the upper right hand corner and select the cast option. By default it will attempt to cast the tab you have open but if you click the arrow beside where it says cast to you can change between cast tab and cast desktop, if you have multiple monitors you will be able to select which desktop is cast and weather to cast with or without sound.

You *can* mirror a Chrome web page, or in certain apps (YouTube for instance) it can take over the screen to display just the video. I haven't checked my Chromebook, but I'm assuming it's just the browser windows and nothing else. You can also cast from your phone or tablet, but it's up to the app to display what it wants, it won't be the whole screen of the device. Most of what we want to cast is in the browser, and we use Chrome almost exclusively. If you want to mirror your entire screen from your laptop or desktop, you will need a wireless device to plug into the HDMI port. AppleTV will do that for a MacBook, iPad, or iPhone. There are similar things for Windows PCs, but you can also just plug the PC into the HDMI port with a converter.
