• The stand does not swivel, it is fixed in one position only. You can attach a universal stand that swivels. The VESA mounting pattern is 200 × 300 - Screws M6 × 25 mm David M. - Toshiba Support

• No, the legs are fixed and do not move once installed. To turn the screen you would have to slide your tv on the tabletop.
