Yes. First you need to make sure they are both on the same wifi network, or your tv is physically wired to the router/modem that your echo dot is on. They also need to have an active internet connection. Then you can ask Alexa to search for devices on the network. If you have changed the TV name to something like "Living Room TV" that is what you will have to ask Alexa to turn on or off. Once working you can even ask the Echo dot to open Hulu or any other app on your TV.
