“If I don't want to use any aps to turn them on and off, just use then as a 3 way switch with having to connect one of the switches to only the neutral wire. Do they need to be connected to wifi to work? Thanks.”

They will work like a normal switch without connecting them to wifi, however the switch has a wifi icon that will not go away until they are connected to a wifi network.

When we installed, we checked out full functionality prior to connecting to app. We only installed one of the switches as only one of our boxes had a neutral wire. Works fine as a non-smart switch as well as a smart switch.
