“Does this router support using a 3G/4G Phone as the “ISP” to this Wireless N Router? Searching online it seems like TP- link is the only brand that does but all the videos and posts I found used older models of TP link routers.”

No, the TL-WR940N requires an Internet source that provides Ethernet connectivity. Regards, TP-Link Support
