My solar panels stopped charging the camera battery at approximately 27 degrees F. Fortunately the large battery capacity carried the camera operation long enough to get to an occasional cloudless warmup spike up in temp in my region. Cameras operated well in cold weather but likely will be problematic operation for long periods below spec temperature. One of my cameras is at my garage and gets many triggers per day and thus drains the battery faster but is acceptable in my weather region. The solar panels clearly don't operate in their cold weather specs (at least mine don't). Sorry - it's not a complete answer to the question but related.
