It can be if you have at least one 3 way/pole switch in one of the locations, say if you have 3 or more switches that operate one light. It doesn’t not work if you only have 2 switches that operate one light. So to keep it simple, no you cannot use a 1 pole as a 3 pole. A quick Google search will help you understand the dynamics of this with helpful diagrams. Doing a quick search helped me in the same scenario. Hopefully a Google search will provide more help than I did here. Good luck on all future projects.
