Yes, it can be used in the US and Hawaii. I don't know where else it might be used, just in the US and waters surrounding the US territory.

The simple answer - yes. It allows my 97 yr old aunt to have a basic land line in her home, and to have an inexpensive cell phone which she load minutes onto with the Tracfone cards. She uses the cell phone for emergencies and to call long distance to her many nieces and nephews, as she does not pay for unlimited long distance on her land line. If she buys a re-fill card before the deadline/expiration date, she can carry-over any unused minutes onto the new card.
