“So i have a question, im going to be buying this for my dad. I want to know for certain that when it comes time to renew his minutes do i need to buy from the "smrtphone" plans or from the "basic phone" plans. Im assuming smartphone but i want to be sure.”

This flip phone is not a smart phone. You cannot add apps to it. It's basic cell phone service with the ability to surf the internet on a very small screen (approx. 2" x 2.5"). So buying a smart phone plan would be spending more money than he would need to.
