Yes, yes, yes you can use it for WiFi without it being activated! I purchased the phone with the intention of using it as a "dedicated" mp3 player for my Bluetooth headphones and haven't activated any of the Trackphone stuff. The extra bonus is that yes I can use it for Wifi too!
