This type of telephone might be a perfect fit for someone like your sister . It is not required that you MUST have a monthly contract, and all she will need to do is to buy minutes either online OR on the phone itself (after it is initially registered) OR by buying a card at a store (e.g. Walgreen) ; she only needs to buy however many minutes that she feels that she will need, and there are also cards available which give "double minutes" etc. .As to whether the phone has a voice recording feature, although I am not 100% certain that it does, I think so. ( This can be very easily verified online or at Best Buy ! )

Just be aware of the number of minutes as when my brother in law called my husband in the hospital they spoke for 40 minutes of the 60 minutes I purchased. I didn't think he would talk that long to someone. 60 minutes is the lowest number of minutes and you actually get 120 minutes with that card.
