Say you buy a $29.99 refill card, use $2.00 worth of minutes. The other $28.00 worth of minutes don't ever expire-they remain on the phone until you are ready to use it again. So you don't actually have to pay a regular monthly bill unless you use up all the minutes during that 30 day period.
