• Yes. You need to actually purchase a plan before you can use the phone. If you're looking for Wi-Fi only, you may want to look for Wi-Fi only devices like many internet-capable mp3 players like iPod touch. They cost a bit more, but you don't have to keep paying a monthly plan.
