• Yes it can. Hopefully you already have a phone number to attach it to because I was unable to activate my phone and tech support was subpar

• It can be if you are successful in activating the phone. Customer service not helpful. They just pass the buck. I installed the app but was unable to get a phone number as I was unable to activate the phone
